Key Responsibilities


Legislative Coordination: Oversee and ensure high-quality, timely responses to all state and federal legislative inquiries regarding IT division activities and infrastructure.


Bill Tracking & Analysis: Manage the tracking of high-priority bills through the HHSC legislative system, facilitating technical analysis, fiscal cost estimates, and subject matter expert assignments.


Project Accountability: Lead and monitor the implementation of passed legislation, ensuring that IT strategic initiatives are executed on schedule and meet all legal requirements.


Executive Briefing: Develop highly advanced analytical reports and briefing materials for executive-level leadership to support decision-making and legislative testimony.


Strategic Initiative Support: Contribute to process improvement initiatives within the Operational Support department, fostering collaborative relationships across the IT division.


Statewide Leadership: Serve in a lead role for major projects, traveling up to 15% of the time to oversee implementation and coordination efforts across the state.



Experience & Qualifications


Educational Foundation: Graduation from an accredited four-year college or university; relevant experience in law implementation may be substituted for education on a year-for-year basis.


Project Leadership: Proven experience leading, tracking, and managing major projects and high-stakes organizational initiatives.


Legislative Expertise: Strong preferred experience with the Texas legislative session process, including understanding of state and federal laws affecting IT operations.


Strategic Mindset: Demonstrated ability to think strategically, correlate complex facts, and devise solutions to intricate organizational problems.


Communication Excellence: Advanced ability to prepare executive documents and communicate effectively with public officials and internal subject matter experts.



Technical Skills Required


  • Advanced proficiency in organizational systems used for tracking project outcomes and legislative milestones.
  • Comprehensive knowledge of project management processes, techniques, and performance metrics.
  • Skilled in interpreting complex policies, administrative procedures, and state/federal rules.
  • Ability to handle multiple concurrent initiatives under the stress of tight legislative deadlines.
